Illinois SNAP: How to Apply and Income Limits

In Illinois, apply for SNAP online through ABE (abe.illinois.gov), by calling the IDHS Help Line at 1-800-843-6154, or at an IDHS Family Community Resource Center. Restaurant Meals Program in Illinois

illinois link card restaurant meals

Illinois lets SNAP households where everyone is 60+, disabled (or their spouse) or homeless buy hot meals at approved restaurants, and those restaurants must give a 10% discount. It started as a 2022 pilot in Cook County (ZIP codes 60617, 60619, 60620 and 60628) and Franklin County, and IDHS made it permanent in July 2025 with plans to expand. Ask IDHS whether your area is covered. See the Restaurant Meals Program.

Work rules and the FRESH payment

Illinois began ending SNAP for people who didn’t meet the expanded federal work rules on May 1, 2026. The time limit covers adults 18 to 64 without a child under 14 at home; see SNAP work requirements.

To soften the loss, the state launched FRESH: a one-time $400 per person for people who lost SNAP under the work rules. Payments started August 1, 2026, with no application needed, for about 100,000 people at first and up to 175,000. If you lost SNAP this way and didn’t get it, contact IDHS.

Deposits and your Link card

New cases get a deposit date between the 1st and 10th based on the last digit of the head of household’s case ID (0 means the 10th). Older cases may keep dates up to the 20th. Benefits are available by 3 a.m. See the EBT deposit schedule and how to check your EBT balance.

SUN Bucks in Illinois

Illinois paid $120 per child for summer 2026, starting around late May. Benefits expire after 122 days, and applications after August 14, 2026 roll into 2027. See Summer EBT.

Illinois’s error rate and costs

Illinois’s FY2025 payment error rate was 14.67%, up from 11.6% and among the highest in the country. The state budget office estimates the 2025 law’s administrative cost shift adds about $80 million a year, and a 15% benefit cost share could cost about $705 million a year. News reports say Illinois is hiring about 450 IDHS staff to cut errors. For applicants, expect more requests for documents; answering them quickly protects your case.

In January 2026, the federal government also froze some TANF and child care funds for Illinois and four other states; see SNAP vs TANF.
