Education funding is the one area where the government does give money you never pay back. The Pell Grant is the largest source, every state runs its own grant program on top of it, and there are scholarships reserved for single mothers, veterans, adults returning to school and dozens of fields of study. Free job training through workforce programs covers people who are not going to college at all.
