SNAP Without a Home: How to Get Food Help

You can get SNAP without a home, an address, or a place to cook. People living in shelters, cars, outdoors or with friends can all apply. Many qualify for expedited SNAP within 7 days, and a special $205.66 homeless shelter deduction can raise the benefit. In nine states, people without housing can also use SNAP to buy hot meals at approved restaurants.

One thing changed in 2025: people experiencing homelessness are no longer automatically exempt from SNAP’s 3-month work time limit.

How to apply without an address

  1. Apply in the county where you’re staying. Apply online, by phone, or in person; see how to apply for SNAP for every state’s portal and number.
  2. Give a mailing address you can check. A shelter, a drop-in center, a friend or relative, or general delivery at the post office all work. Some offices let you use the office address.
  3. Say you have little or no money this month. That triggers expedited screening.
  4. Keep your phone charged for the interview, or ask for an in-person interview; see SNAP interview tips.
  5. Ask to pick up your EBT card at the office if mail is unreliable.

No ID? The state must accept other proof of identity, such as a shelter staff statement or other records. Ask.

Fast benefits: expedited SNAP

Most people without housing meet one of the expedited tests: income under $150 this month and $100 or less in cash, or rent and utilities higher than income and cash combined. Benefits must be available by the 7th day after you apply. Details: expedited SNAP.

The homeless shelter deduction

If you have some shelter costs, like paying for a motel night or chipping in rent where you stay, your state can give a flat $205.66 a month deduction (from October 1, 2026) instead of adding up actual costs. It lowers your counted income and raises your benefit. If your actual costs are higher, you can use those instead.

Your situationWhat counts
Living on the street or in a car, no costsNo shelter deduction; still eligible
Paying some shelter costs (motel, sharing rent)$205.66 flat deduction, or actual costs if higher
In a homeless shelterEligible; shelters are an exception to the “institution” rule

Example

James, 34, sleeps in his car and sometimes pays for a motel. He has no income this month and $20. He applies on a Monday, tells the worker he’s homeless with no income, and qualifies for expedited SNAP. Within 7 days his benefits are on the EBT card he picked up at the office. With no income, he gets the one-person maximum ($306 a month from October 2026), and the first month is prorated from his application date.

Hot meals: the Restaurant Meals Program

SNAP normally can’t buy hot food. In Arizona, California, Illinois (Cook and Franklin counties), Maryland, Massachusetts, Michigan, New York, Rhode Island and Virginia, people experiencing homelessness can use SNAP at approved restaurants. The state codes your card; just ask your office. See the Restaurant Meals Program.

Everywhere else, SNAP can buy cold prepared foods at stores, like sandwiches, salads and deli items.

The work time limit after 2025

The 2025 budget law removed the homeless exemption. Adults 18 to 64 without a child under 14 in their SNAP household can get SNAP for only 3 months in 3 years unless they work, volunteer or train 80 hours a month, or qualify for another exemption:

  • Medically unable to work (a doctor’s, nurse’s or social worker’s statement can count)
  • Pregnant
  • Receiving disability benefits
  • Living in an area with a waiver (only where unemployment is over 10%)

Tell your caseworker about any health condition. Shelters and outreach workers can often help document it. SNAP job training can also count toward 80 hours; see SNAP Employment and Training.

Protecting your card

Keep your EBT card and PIN separate, change your PIN monthly, and lock the card in your state’s app between uses if you can. If it’s lost, call the number for your state in our lost EBT card guide. Stolen SNAP is no longer replaced federally; see stolen SNAP benefits.

Other help

  • A free phone helps with interviews and job searches. SNAP qualifies you for a Lifeline free government phone; see how to apply for Lifeline.

Quick answers

Can I use a friend’s address? Yes, if they agree to pass on your mail. Tell the office it’s a mailing address only, so it isn’t mistaken for your home.

Do I lose SNAP if I move between shelters or cities? Not within the same state; update your address. If you move to a new state, apply there.

Can SNAP buy food at a gas station or convenience store? Yes, if the store is SNAP-authorized. Look for the EBT sign.
