SafeLink Wireless is the Lifeline brand of TracFone Wireless, Inc. Verizon bought TracFone in November 2021, and it now sits in a unit called Verizon Value. So SafeLink is a Verizon brand, not an outside carrier, and it runs on Verizon’s network. Verizon lists three prepaid Lifeline brands: SafeLink, TracFone and Walmart Family Mobile.
Our verdict in one line. SafeLink works well if you own an unlocked phone and Verizon covers your area. It will annoy you if you want a certain free phone, or a set amount of data. SafeLink publishes neither. Everything below comes from SafeLink’s own pages, Verizon, USAC records and federal case papers that we read in September 2026.

What network does SafeLink use?
SafeLink runs on Verizon. Verizon owns TracFone Wireless, the company behind SafeLink. That makes it an in-house prepaid brand, not an outside reseller.
People also search “what towers does SafeLink use.” The answer is Verizon’s towers in your area, so check a Verizon coverage map before you apply. Weak Verizon signal at home means weak SafeLink signal.
Long-time customers may be on other towers. Before the Verizon deal, TracFone bought airtime from several carriers. SafeLink then ran a switch campaign, which said old plans would work on VoLTE-ready phones “until at least Nov. 23, 2024.” No newer notice covers those old lines, so if your old phone still works, call and ask. SafeLink has no tie to US Cellular.
What you actually get for $0 a month
SafeLink’s sign-up page promotes “$0 unlimited talk/text PLUS free data,” and adds three months of Amazon Prime. The small print reads “Plans vary by state. Limited time offer.”
Notice what that headline does not say. It names no number of gigabytes. The page asks for a ZIP code first, because what you get depends on your ZIP and the date you sign up. Any site that quotes one fixed GB figure for the whole country made it up. Treat the ZIP checker as the plan page: enter your ZIP, read the offer, and screenshot it before you apply.
Federal records show two things. Almost all SafeLink benefits in 2026 pair voice with mobile data. That is 8.0 million subscriber-months, against 143,000 data-only and 6,700 voice-only. Federal service rules also set a floor for mobile broadband of 4.5 GB a month, which holds through November 2027.
SafeLink also sells paid plans and upgrades, but it does not post those prices. Ask on the phone.
Who qualifies for SafeLink
The rules are federal Lifeline rules, not SafeLink rules. One way in is income at or below 135% of the federal poverty guidelines. The other way is a benefit your household gets: SNAP, Medicaid, SSI, Federal Public Housing Assistance, or a Veterans or Survivors Pension. Tribal programs add more ways in on Tribal land. SNAP is the most common door. See Lifeline eligibility and free phone with food stamps.
The federal National Verifier at getinternet.gov checks who qualifies, not SafeLink staff. SafeLink’s 2026 FCC filing says it runs the yearly check the same way. One benefit per household is the hard limit. In California, SafeLink’s site says to have five things ready: your name, address, date of birth, last four of your Social Security number, and current provider.
Which states does SafeLink serve?
USAC payment data for the mid-2026 support months covers TracFone, doing business as SafeLink, and it claimed Lifeline in 47 states, plus DC and Puerto Rico.
| Status | Where |
|---|---|
| Served (47 states) | AK, AL, AR, AZ, CA, CO, CT, DE, FL, GA, HI, IA, ID, IL, IN, KS, KY, LA, MA, MD, ME, MI, MN, MO, MS, MT, NC, ND, NH, NJ, NM, NV, NY, OH, OK, PA, RI, SC, TN, TX, UT, VA, VT, WA, WI, WV, WY |
| Also served | District of Columbia, Puerto Rico |
| No 2026 Lifeline claims | Nebraska, Oregon, South Dakota |
| No data found | US Virgin Islands, Guam, American Samoa, N. Marianas |
Coverage has grown. A February 2024 South Dakota PUC filing put TracFone in 41 states, DC and Puerto Rico. Back then it had no service in Alaska, Montana, North Dakota or Wyoming. All four show up in the 2026 data.
A served state is not a served address. Check both ways:
- Enter your ZIP on SafeLink’s sign-up page. You get your area’s offer, or nothing if SafeLink does not sell there.
- Check again with USAC’s free Companies Near Me tool. It lists Lifeline companies that serve a ZIP. USAC warns that its results may be partial.
Those two checks are the honest answer to “SafeLink near me.” There is no chain of company stores. Some dealers sell SafeLink SIMs, and the app lists shops. But no official store list exists.
Tribal lands and California LifeLine
SafeLink claims the enhanced Tribal benefit. That is up to $34.25 a month instead of $9.25. It is a small slice of the business, at about 139,000 Tribal subscriber-months in 2026, against 8.0 million off Tribal land. The bigger benefit usually buys a bigger plan. Tribal Link Up also takes up to $100 off a hook-up charge. Land rules: Tribal Lifeline.
California is a separate system. SafeLink takes part in California LifeLine, which the CPUC runs. The CPUC lists the carrier as “TracFone Wireless, Inc., dba SafeLink Wireless (U-4231-C).” California is one of SafeLink’s biggest markets, at about 189,200 subscriber-months in July and August 2026 alone. Californians can hold the state and federal benefits at the same time. CPUC Decision 25-08-050 also added a broadband pilot of up to $20 a month on its own, or $30 in a bundle. The state help line is 1-877-858-7463, open weekdays 7 a.m. to 7 p.m. Pacific. See our California LifeLine guide.
Does SafeLink give free phones?
Sometimes, but never as a written promise. SafeLink names no set free-phone model anywhere on its site. That is the problem with the “SafeLink free government phones” pages in search: they show handsets SafeLink never promised.
What SafeLink does publish is a bring-your-own-phone program. Its help centre answers “I already have a wireless phone. Can I activate it when I sign up?” and “Will I need to buy a SIM card?” The e-retailer lists a BYOP SIM at $9.99. An unlocked VoLTE phone is the cheapest, safest way in.
If you need a phone, SafeLink points you to a shop run by Quality One Wireless. That shop states it “independently operates this site and is a SafeLink Wireless Authorized E-Retailer.” Prices in September 2026:
| Device | Price |
|---|---|
| BYOP SIM card | $9.99 |
| Motorola G Play (2024) | $129.00 |
| Samsung Galaxy A14 5G | $149.00 |
| Motorola G Power 5G (2024) | $179.00 |
| Samsung Galaxy A15 5G | $199.00 |
| Apple iPhone SE (3rd gen) | from $249.00 |
| Samsung Galaxy A16 5G | $249.00 |
| Apple iPhone 11 | $279.00 |
| Apple iPhone 12 | $349.00 |
| Apple iPhone 13 | $379.00 |
| Motorola Edge 5G (2024) | $399.00 |
| Motorola RAZR (2023) | $399.00 |
Those are shop prices, not Lifeline prices, and they change. A “SafeLink free iPhone” is not a real offer. What does and does not come in the box: SafeLink free phones.
One shipping rule matters: SafeLink does not ship phones to P.O. boxes, shelters or treatment facilities. You need a street address. If that is a problem, ask about BYOP or a local dealer.
The 30-day usage rule and yearly recertification
These two rules end more SafeLink accounts than anything else, and SafeLink states both plainly.
On usage: “Make a call, send a text or use data (without Wi-Fi) at least once every 30 days.” It adds: “Make sure your phone remains ON in order to receive your benefits.”
On recertification: “You must verify your eligibility for the SafeLink program once a year.”
Neither is a scare tactic. In Utah alone, SafeLink dropped 1,014 subscribers for non-use in 2025, at 61 to 100 a month. Federal rules give you a 15-day warning first. Set a monthly reminder to send one text on a cell signal. Then answer the recertification notice the week it arrives. Background: Lifeline 30-day usage rule and Lifeline recertification.
Is SafeLink Wireless legit?
Yes, in the sense you can check, though it also has a real complaint record. Both matter.
TracFone Wireless, dba SafeLink Wireless, filed its FCC Form 555 annual Lifeline certification in January 2026, and it still drew USAC payments through September 2026. The FCC has named it an Eligible Telecommunications Carrier, and Verizon owns it. The $0 offer is a real federal benefit.
The customer record is poor. SafeLink is not BBB accredited. Its profile shows 508 complaints closed in three years, and 100 in the last twelve months. Reviews average 1.19 out of 5 across 117 reviews. The topics lean one way: service or repair (332), customer service (58), product issues (53), order issues (21), sales and advertising (19), delivery (15), billing (10). BBB lists 419 answered and 89 resolved, and showed no letter grade in September 2026.
Read the pattern, not the star count. Most complaints are about service not working, orders and deliveries, and reaching a human, as they do for most Lifeline carriers.
The enforcement history belongs to TracFone, the parent. All of it is dated:
| Date | Action | Amount |
|---|---|---|
| June 30, 2015 | FCC consent decree on handset unlocking for Lifeline customers | $400,000 a month to the Universal Service Fund until unlockable phones shipped |
| April 4, 2022 | DOJ False Claims Act settlement over 175,000-plus ineligible Lifeline enrollments, 2012 to 2015, via a software flaw used by sales agents | $13.4 million |
| Nov 29, 2023 | FCC settlement over claiming Lifeline and EBB support for subscribers who had not used the service in the required 30-day periods | $23.5 million |
| July 22, 2024 | FCC settlement over three data breaches, 2021 to 2023, plus a mandated security program | $16 million |
Three things keep this in proportion. TracFone reported the 2023 case itself, after Verizon took over. A CPUC audit in July 2022 found only a small paperwork problem, of $2,851 claimed for 16 subscribers. And no FCC or state action hit SafeLink or TracFone in 2025 or 2026. A July 2026 FCC Lifeline fraud case named IM Telecom, a different provider.
Real sign-up never costs a fee. If someone asks for money to sign you up, stop and read free government phone scams.
Pros and cons
| Pros | Cons |
|---|---|
| Owned by Verizon, runs on Verizon’s network | No published data allowance; the offer changes by ZIP |
| Serves 47 states plus DC and Puerto Rico | No guaranteed free phone model anywhere |
| $0 a month, unlimited talk and text, plus 3 months of Amazon Prime (Sept 2026) | 1.19 of 5 on BBB, 508 complaints in three years |
| Claims the enhanced Tribal benefit and joins California LifeLine | Parent TracFone has FCC and DOJ enforcement history |
| BYOP supported, $9.99 SIM at the e-retailer | Warranty, replacement fees and unlocking terms not published |
| Text self-service on 611611, plus an app | No company stores, so “SafeLink near me” has no simple answer |
Who SafeLink suits, and who should look elsewhere
SafeLink fits if you own an unlocked phone and live where Verizon covers well. It suits people who want a big-carrier option. It also fits on Tribal land and in California. In both, extra benefit money buys a bigger plan.
Look somewhere else if a free handset is the whole point. Same if you live in Nebraska, Oregon or South Dakota. Same if Verizon signal is poor at your address. The closest rival is Assurance Wireless, which runs on T-Mobile and does publish its data amount. Compare them: SafeLink vs Assurance Wireless. The wider field: Lifeline providers.
On “SafeLink internet”: SafeLink is a mobile service, and USAC data shows no home internet arm. The Verizon product people mean is Verizon Forward. It takes up to $30 a month off home internet, and more in three states. Verizon says you can hold it alongside Lifeline. See SafeLink internet.
