Arizona SNAP: How to Apply and Income Limits

Arizona’s SNAP is called Nutrition Assistance and is run by the Department of Economic Security (DES). Apply online at Health-e-Arizona Plus (healthearizonaplus.gov), call 1-855-432-7587, mail or fax an application, or visit any DES office. Your interview is by phone at 1-855-777-8590 (weekdays 7 a.m. to 3 p.m.) or in person. Most households qualify with gross income up to 200% of poverty, and there’s no asset test.

Arizona has seen the steepest SNAP drop in the country: from about 887,000 people in June 2025 to about 421,000 in June 2026, down 52.5%, after the 2025 federal law’s changes and staff cuts. If you lost benefits, check whether you should reapply. Arizona food stamps, Nutrition Assistance and SNAP are all the same program.

Both tables are from the DES policy manual. The 200% table will likely rise slightly in October 2026 (to about $5,500 for four); check DES for the update. Net income after deductions decides your benefit; see SNAP benefit amounts.

Documents to gather

DES lists what to bring for Nutrition Assistance. Have these ready for your interview:

  • ID: driver’s license, passport, birth certificate, or state ID
  • Income: proof of pay received this month and last month; 12 months of records if self-employed
  • Other income: this month’s and last month’s Social Security, unemployment, workers’ comp, child support, VA benefits, or gifts and loans
  • Immigration papers, if you’re not a citizen, such as a green card
  • Social Security numbers for everyone applying

Expense proof is optional but can raise your benefit: rent or mortgage, utility bills (electric, gas, water, garbage, phone), child care statements, court-ordered child support you pay, and medical costs over $35 a month if you’re 60+ or disabled. Health-e-Arizona Plus lets you view and confirm the documents DES has received.

How to apply

  1. Online at Health-e-Arizona Plus. Community Assistors can help you apply.
  2. Phone 1-855-432-7587 to ask for a paper application by mail.
  3. In person at any DES office, weekdays 8 a.m. to 5 p.m.
  4. Interview by calling 1-855-777-8590 or in person; see SNAP interview tips.
  5. Decision in up to 30 days, or 7 days if you qualify for emergency (expedited) benefits; see expedited SNAP.

How much Arizona SNAP pays: an example

Your benefit is the maximum for your household size minus 30% of your net income. Take a Mesa family of four where one parent earns $3,000 a month and rent plus utilities (as DES counts them) comes to $1,500. With federal figures from October 1, 2026:

StepAmount
Gross pay$3,000
Minus 20% earned income deduction ($600)$2,400
Minus standard deduction for 4 ($229)$2,171
Excess shelter: $1,500 minus half of $2,171 ($1,085.50)$414.50
Net income: $2,171 minus $414.50$1,756.50
30% of net income, rounded up$527
Monthly SNAP: $1,023 maximum minus $527$496

Their $3,000 gross is under Arizona’s 200% limit ($5,360 for four), so they qualify. Child care or child support they pay would come off too.

Renewals and reporting changes

arizona snap renewal

DES sets your renewal date when you’re approved, anywhere from three months to two years after you first applied. You can renew online in Health-e-Arizona Plus. Watch your mail and MyDES Connect texts for the renewal notice, since a missed renewal or interview closes the case.

Most households are on simplified reporting. Between renewals, the DES policy manual says you must report only two things, by the 10th day of the month after the change:

  • Your household’s gross monthly income goes over 200% of the poverty level
  • A person under the work time limit drops below 20 hours a week (80 hours a month)

Report in MyFamilyBenefits, by phone at 1-855-432-7587, or with the Change Report form (FAA-0412A) by mail, fax or at a DES office. See SNAP reporting changes.

Restaurant meals and Double Up

  • Restaurant Meals Program: if everyone in your household is 60+, disabled or homeless (or their spouse), you can use your Quest Card at approved restaurants. DES lists chains like Subway, Golden Corral, Jack in the Box and Domino’s among participants. See the Restaurant Meals Program.
  • Double Up Food Bucks Arizona: a $1-for-$1 match on Arizona-grown produce, up to $20 a day, at participating farmers markets, grocery stores and corner stores. Find locations at doubleupaz.org. See SNAP at farmers markets.

What Arizona SNAP can buy

Arizona has no soda or candy restriction. Your Quest Card buys bread, cereal, fruits, vegetables, meat, fish, poultry, dairy, snacks, non-alcoholic drinks, infant formula, and vegetable seeds and plants that grow food. It can’t buy alcohol, tobacco, pet food, vitamins, medicine, household supplies or hot foods. The one exception to the hot food rule is the Restaurant Meals Program above.

Why so many Arizonans lost SNAP

The Center on Budget and Policy Priorities reported a 47% drop within seven months of the 2025 law, and DES eligibility staff falling from 1,370 to 880. Main causes include:

  • Work rules: the time limit now covers adults 18 to 64 without a child under 14 at home. Arizona’s current 3-year period runs January 1, 2025 to December 31, 2027, with waivers only in Yuma County and some tribal areas. See SNAP work requirements.
  • Immigrant rules narrowed under the 2025 law; see SNAP for immigrants.
  • Paperwork: missed interviews and renewals close cases. See SNAP recertification.

If you lost SNAP but your situation changed (for example you’re now working 80 hours, turned 65, or have a child under 14 at home), reapply. If you think the state made a mistake, ask for a fair hearing.

Job training and other help

  • SNAP CAN (employment and training): DES offers free job services to SNAP recipients through SNAP CAN providers: adult education, English classes, GED prep, job search help, résumés, and vocational training such as construction, culinary, forklift and auto tech. DES also lists child care help for people in full-time training. Some providers can help you apply for or update your SNAP case. See SNAP Employment and Training.
  • Cash Assistance: Arizona’s TANF program gives temporary cash help to very low-income families with children. You apply on the same Health-e-Arizona Plus application. See SNAP vs TANF.
  • WIC: the Arizona Department of Health Services runs WIC for pregnant women, new moms, babies and children under 5. SNAP may mean you already meet WIC’s income rule. See WIC vs SNAP.
  • Free phones in Arizona: SNAP qualifies your household for Lifeline, up to $9.25 a month off phone or internet service, and companies offer free phones in Arizona with it. See how to apply for Lifeline.

SUN Bucks in Arizona

Arizona paid $120 per child for summer 2026, issued in June, with automatic enrollment for children in school meal programs. Applications closed August 3, 2026. Benefits expire after 122 days. Help line: 1-833-648-4406. See Summer EBT.

Costs and error rate

Arizona’s FY2025 payment error rate was 10.80%, above the 10% line for the highest cost share. DES has set a goal of getting under 6% and says the penalty could reach $300 million a year. The Joint Legislative Budget Committee estimates the administrative shift at about $33 million in fiscal 2027.
